How would Ottowa view this? What could they do to stop it? If Alberta agreed to it and got the protection of the United States military how would Canada react? If Alberta agreed to it and the rest of Canada interfered how would Alberta react?

A referendum probably fails, but the rest of Canada has to stop preventing them from drilling for oil. I've said for 20 years that it makes no sense to just leave the cash sitting in the ground when it can be drilled safely and without much of an environmental footprint.

I think Carney understands this.

It can still happen. Saskatchewan, Alberta, British Columbia Nova Scotia and New Brunswick have been stepchildren to Ottawa for generations.
 
The US can't even get Puerto Rico, a part of the US, to be a state of the US. How are they going to get Alberta in as a state?
Kind of a fair question but not worded well. The US as a whole does not want Puerto Rico to be a state. Democrats did, because it would help their party. Same with DC. With all of the laws involved in actually forming a state, both parties would have to agree to do it. The most likely way would be to form TWO states at the same time, one red and one blue. But, even then the total representation would have to work out to the point that neither side loses or it doesn't get done. There is unlikely to be a 51st state anytime soon. But, territories are another issue. Republicans will never allow another blue state to form and vice versa.

Seems that only 23% of Puerto Rico is interested in becoming a State of the U.S/
