Local laws flow down from the State level, via the State's Constitutional provisions on the concept of "home rule"

People in the US are citizens of two sovereign entities, the US as a whole, and the State you live in. All interactions between governments and the people flow from those two sources.

The States can suspend local rule iand local rules as they see fit, depending on the home rule provisions of the State's constitution.
