The national vicimization survey has several problems the major one being that it's a survey. And that survey is given to less than 1/10thof 1 percent of the American population. It is administred to 240,000 people each year. The FBI measures millions of police interactions, arrests and it meaasures actual crimes. The NVS is not law enforcement data or court records and it gets used by the right in order to skew things to create a false narrative.

For example I have seen the NVS used by white rght wingers to make claims about blacks and crime when the suvrey shows that the largest category of crminal victmizations is when the person didn't know what race it was. This is how inaccurate an argument using the NVS can be. So try not using the NVS in this discussion.
