IMHO, the Biden administration took a different view of the border issue than did Trump. Trump's idea was to build a wall, essentially putting a band-aid on the problem, a short-term solution. Biden sent Kamala to the Central American countries to try and lessen the flow at the source. She tried to implement development aid there to allow those countries a chance to develop their economies. A long-term solution.

I think both Presidents erred in focusing too much on one solution and not doing enough of both.
