The ceasefire agreement was between Israel and the government of Lebanon, not between Israel and Hezbollah, so the fact that Hezbollah and not the Lebanese government is responding demonstrates that the IDDF must remain in southern Lebanon until the Lebanese government shows it can control Hezbollah and prevent it from returning to southern Lebanon.
