I can tell you by experience. My stint with govt. was with a State, but we employed Fed. stuff all the time, and federal govt. is the same BS. Shit you should see some local govts too. Imagine lots of trips ON YOUR DIME, when an hour on the phone is at least as effective. Think of that, one guy's trip can cost maybe six grand for a short stint, yet the same can be accomplished for free (i.e., regular pay).
I'll say my formal education is very limited, I gave that up after the 4th grade. But my last position was primarily held by degrees, and fucking A, a lot of those people can't even write, even when they're paid to do so, and are often are very dependent on others. Our education fails us short some STEM, what a travesty. My experience comes from lots of "professional" positions, private and public, and sure, some community college.
And I'll say 1-man hour in the private sector is 100 in public, but public will generally fuck it up, only to hire contractors to "fix" it, or realistically, to do it right like it should have been done the first time. The govt. often chases solutions to problems they can't define. Picture a bunch of heads nodding around a table, like they actually know.
Some examples.....
An engineer had a full time job for 1.5 years, basically collecting data for large projects, often Fed. projects. He quit and the job was handed over to me. I'm not a "programmer", but I automated it over a two week period, every statistic a person would like, fail-proof, and a template for future projects. 10 minutes a week to back up. What, you figure brass would actually like that? Fuck no, not under a liberal, entitled, emotional-riddled setting; but the users sure did.
I developed a template to gather and produce information. The whiney bitches hated it because "we don't do it like that". Too fucking bad, it's free software, short and sweet. Anyway, brass paid 100s of K for a software, with maint. charges of course, and that fucking software produced shit the same way as I was doing it for free and easy - Difference being mine was user friendly while the "replacement" was user intensive. Ha, my boss with the short-man complex had to come clean with egg on his face. Anyway, that's just one example of the software they'd buy for millions, only to be replaced with my templates in-between. Govt. waste is worse than you can imagine.
I worked on a project with others, most with degrees and shit at over $100 an hour each, sitting in meetings and shit. I'm not an acct. or anything like it, but I told them we had to account for a balance, and they simply couldn't see it. So we presented what we had, and the system BLEW UP. All of the sudden money had to stop and the fed. mandatory project dead. So they hired a company at millions of dollars to do what I said in the first place. Fuck, I was just a grunt. Simple stuff, starting balance, comes in, goes out, remaining balance. But no, they didn't account for one
One example how stupid brass can be at these org. We prepared documents for systems right, and when finished 5-10 people heading this and that had to approve the documents, fuck half the time they just sign stuff, but still had to go through the motions. So they came up with this "bright" idea, that everyone had five working days to sign a hard copy, and they had to do that BEFORE THE NEXT had five working days to sign, followed by the NEXT. You know, 5-10 signatures times five days each. Geezuz. So here we are with 41 paid days off a year.........What, we're supposed to wait a MFing month or so? WHY? Cuz we're lazy and stupid. I said fuck it, did the same I always did, here's your document, by email, respond with approval or concerns by five working days or it's considered you approve. Brass knew to leave me alone after a while, homie no play no game.
I took over a tax job. Took a year to organize and expedite, leaving 10 hours a week to do the job, paid for 40 hours. Cleaned up their distribution mess too, that pissed some people off, because the right way required some work, and more, years of distributions had been wrong.............ooooops. Took a specialist's job in a field. Not quite sure how I landed specialist since I wasn't an un-specialist, but after four months time automating it, six hours a day while the "unspecialists" were bogged down. Difference is I came from private, they were career govt. Additionally, the place had an insurance monopoly, yet was deeply in the red. So much so it was sinking the general fund. Mr. do-right came in and privatized that operation. That place operates well in the black, since day one, and the insured receive dividends.
Took many projects from college educated, the projects were signed off but were a disaster. Another way to piss people off, should have done it right the first time and, yeah no shit, how could you sign off on that turd, it's your dept.
I got to see Obama's affect first hand. Let me say that really pussed down liberal institutions, dumbing down follows. Here's a good example. They had must be 200 people easy working on a project, you know, sitting around meetings and such at $100 an hour each, easy. Ever heard the term write presentations down to an 8th grade level? Well fuck, they heard write to the public as if the authors were eight graders, on drugs. They pushed that Obamacare turd out to the public. Oh Fuck, you would not believe it, so many thousands of hours worked too, what a disaster, they couldn't even tell a difference between singular and plural throughout the entire system. Simple English turned to tarded, millions time and money invested. Links to the wrong places, etc. Anyway, I was assigned a project for that system following its institution. So I dove in to learn it first. Without being asked I wrote-up a four page document to fix their disaster, which they did without all the formal BS, but the bitches heading the primary department were PISSED. Not because it was fixed mind you, that would make rational sense....No, because I offended them by doing so. All college degrees; I took four years of Freshman English, and never passed one

Speak for formal processes, when I first took a job, I was assigned to a system. There were a bunch of simple mistakes that needed to be corrected, so I'd just send the info. to a programmer to fix, which he'd do in a flash, nice and easy. Brass got wind of it, oh shit can't do that, need two months of rubber stamping to correct something as simple as changing "your" to read "you're.
My friend works at a govt. institution that constantly buys lots of equipment that's never removed from their boxes, for years and years, simply because they're blowing our money for their "budgets". I know people who earn money on govt. time. Fuck, I know of two who were/are physically employed in the private sector, while being paid to work from home by the govt..
But we're supposed to believe what Trump and crew are doing is wrong and "threat to democracy". Personally, I think Govt. is suited for police/fire/military and such, and oversight while private carries everything else out, including USPS.
