Probably. Its what sophisticated people do, and the ultraprogressive Union of South Africa leads the pack in this innovation.

Don't worry about our elite- they won't have to be inconvenienced. But we, the proles, its something we will need to deal with.

California already has it, its a direct effect of allowing sufficient power generation for the people's needs.

As an electric utility worker, load shedding is generally a last ditch measure for a company or ISO, but it is very possible in areas where there is insufficient supply to meet system demands.

Commercial/industrial customers are least likely to be browned/blacked out during regular business hours (m-f 7am-7pm in most areas).
 
Most poco's have some manner of rolling blackout program, even if called by other less revealing names ~S~
 
Dropping people to keep the grid up is the easy part of the equation. The harder part is how dump extra power off the grid on sunny, windy days when too much electricity is being generated at once. Screw that up and crap starts bursting into flames. It is something Germany has to pay people to do--use lots more electricity than they need.
