It is likely that Russia and China conducted a joint military drill near Rebun Island, where the IL-38 patrol plane was spotted. Japan's territorial waters only extend to three nautical miles into the Soya Strait instead of the usual twelve, which gives Russia more room along the strait. The Il-38 is designed to counter American ballistic missile submarines. Japan allows nuclear-armed United States Navy warships and submarines to transit the Soya Strait.



On Sunday and Monday, nine Russian and Chinese naval vessels including a destroyer passed through the Soya Strait near Rebun Island and headed east, according to the ministry.

Given that the Russian military has deepened its cooperation with the Chinese military in recent years, this incursion into Japanese airspace could have been a coordinated move with the naval fleet.
