What she means is, she is going to sell the notion of safety over the notion of liberty.

For example, everyone must get the vaccine in order to be "safe". Everyone must embrace her trillion dollar climate agenda in order to be "safe". Everyone must agree to censor her opposition in order to save democracy which makes us all "safe", etc., etc., etc.
