OR a reasonable question to ask?
If you don't have a budget how are you going to propose and allocate funds for priorities? No budget, no money honey.

Lets say if you were the Director, the more prudent thing would have been to postpone the hearing.

That's what the whole concept of a "continuing resolution" is.
