The people asked the city to clean up the streets.

So you know what the city's doing?

It's providing garbage collection services for the homeless encampments.

They call them "special cleaning days".

How it works is, the city.puts up signs around the encampments, "special cleaning day on Thursday". So Wednesday night the homeless move their tents across the street, and leave all their garbage behind. Thursday afternoon they move the tents back to where they were.
