Soft power was more effective. The USA created attractive picture and this was pretty enough, because Soviets didn't want to fight "American Dream", they wanted to join it. Right now, the Democrats paint pretty disgusting picture of Black-Green-Blue Socialism - poor, ineffective, obsolete, anti-christian, selfish and hypocritical. Something, that any reasonable person (not only Russian) want to destroy, not to join.
