From what I understand those funds came from the US taxpayer in the form of CA's Medicaid allotment.
It looks like the amount will be deducted from future CA allotments as Medicaid is not supposed to be spent on illegals unless it's for emergency medical treatment.....I'm not talking about some illegal and his extended family that shows up at the ER with a cold either.
