It says here that the suspect had a history of drunk driving. She allegedly refused to stop at the gate and was (possibly) shot as she continued to drive towards the CIA building.
Reports say she never actually entered the CIA compound.

According to a source familiar with the case, the guards fired at a woman who drove her car toward the gates of the CIA headquarters, ignoring orders to stop. The woman was subsequently arrested. A source speaking to Reuters under condition of anonymity stated that public records indicate the woman has been identified multiple times for driving under the influence of alcohol. A CIA representative confirmed earlier that an arrest was made outside the main gate but did not confirm whether the guards had fired at the suspect. The primary source did not specify if the woman was hit by bullets but mentioned she was in ‘stable condition’ after the incident. The vehicle never entered the CIA compound, and no guards were injured.
