The National Popular Vote Interstate Compact (NPVIC) goes back to 2006. Neither Trump or Clinton ran for President then.

I agree. Not a fan of National Popular Vote Interstate Compact (NPVIC).

I'd also like to see EC electors awarded based on Congressional Districts + 2 for the overall State.

However this would mean we need to de-gerrymander the cock up that results from the politicians deciding the districts. The district boundaries need to be determined by non-partisian data nerds based strickly on geopoltiical boundaries (country, city lines, rivers, mountains, etc.) and population density. NOT based on shuffling one parties votes into a condensed area to minimize their ability to have significant representation. This is done by both sides when they're in power of the legislature.

Software is already available and easisly adapted to just this type of question. School systems already have software that determines effeicient bus runs based on population density and school district assignment. I'm sure there is software that exists for the efficient determination of voting precincts, if not transportation resource allocation software could be easily adapted.
