What is even more important - there are a lot of new military cars, APCs and other vehicles.Nope, the foremost problem was Russia choosing to invade a country and the the simple fact is that as a result of 3 years of war there are now ~1.5 million less new cars on the road in Russia.
Chinese cars are good enough for their price, and they are getting better and better. And the European cars are getting worse and more expensive. So, if you need "a car" and have a certain amount of money - its Chinese car.Can't spin that.
And the cars that do get on the road are of mostly cheap chinese quality that Russians are forced into due to Russia, like North Korea, has become an international periah state that democratic countries around the world want nothing to do with.

Before invasion ~1.5 million new cars were bought in Russia annually on a stable basis.
So over 3 years we would expect 3 x 1.5 million new cars sold...but a war was started and instead of 4.5 million, there were (0.6 +1+1.5) new cars sold, meaning that there are about 1.5 million less new cars on Russia's roads over that period as a result of the war.
Investments in weapons (as all other investments) should work and bring profits. We use weapons to take territories and kill enemies. New territories means new resources and new profits. Killed enemies means more safety and lesser loses for people. And sucessful military operation means increased reputation. Better reputation - lesser number of freaks trying to steal our property.2.
