There is a process called declassification, that goes through the state department, the CIA and other foreign ally intelligence agencies we share intelligence with. You can’t even name the supposed source of the leak, which means the entire story is likely fabricated in the first place. The President can indeed declassify information as he sees fit, no matter how much you want to pretend otherwise.
