Are you claiming that TC Energy is a small rural electric company?
 
This is a lying, bullshit thread. No dirty oil from Keystone is for the U.S. market. It’s all routed through the U.S. for Export. The U.S. does not use tar sand oil.

The company was investing in additional infrastructure to service the electrical needs of the pipeline. In addition to powering pumps, I am guessing they would be electrifying the pipes as well. A little known fact is that steel pipelines often have low voltage current running through the pipes themselves to help fight corrosion. It is something called cathodic protection if you wish to learn more about it.
