All we can say for certain at this point is that the US government is the most powerful entity in the Universe and if we do not possess the technology to move underwater at 200 mph, then it can only be a glitch.

Possibly there was a solar eclipse that passed behind a school of fish and the gravity lensing made it APPEAR that they were traveling that fast.

How do we even know the submarine was still underwater when this happened? If global warming caused the sub to rise into the air, then it would make perfect sense that they observed airplanes coming to check out the submarine airship.
