The design flaw of the AN148 was that they were designed in Ukraine with a Ukrainian engine built in Zaporizhzhia and Moscow had trouble getting parts after 2014. Even Moscow production had to stop in 2018. This is the same issue they are now having with Airbus and Boeing aircraft and any Moscow jets with French or American engines. They might be getting smuggled parts but they can't be sure if they're genuine.
