As planned, on June 4th 2015 The senate passed the house bill “with changes” notably an amendment “adding TPA” (thanks to Ted Cruz) and TAA (needed for Elizabeth Warren coalition) By unanimous consent thereby avoiding a roll vote on record.

How is 100% importing good?
No one said 100% importing, the only mention of 100% was that even if one country can produce everything more efficiently than their trading partner, it is to both countries advantage for the 100% country A to produce only what can make most efficiently and TRADE with country B for what country A produces less efficiently. All that is required is that within itself country A produces goods at different efficiencies. Under the Law of Comparative Advantage, NO country is at a trade disadvantage.
