If an individual from India becomes a U.S. citizen and then becomes a congressman, that congressman can put forth articles of impeachment, with supporting signatures from other congressmen.
That said, here's the problems for that congressman.
1. The articles of impeachment have to be approved by congress and at this time, Democrats are a minority and Republicans are pretty solidly with Trump. So, they won't get the majority they want.
2. If by some miracle the Democrats (through bribery or threats) managed to get a majority to vote for impeachment. The impeachment can move forward to the Senate.
3. The Senate has a solid majority of Republicans, so on arrival, it's dead. They are aware that the "majority" of voters, voted for and want Trump's policies, as the public is absolutely sick of the Biden Globalist Elite open-borders policy. They are also sick of the left's stance that rapists, murderers, pedophiles, dangerous violent gangs, drug-cartel drug runners and Islamists on terror watch lists, should remain in the United States causing more victims. They are also sick of the fentanyl and other drugs pouring across the border, as well as the left's stance on allowing biological males in women's/girls bathrooms that still have their penises still dangling. There are also the systematic attacks on our Bill of Rights, which are RIGHTS, NOT PRIVELEGES.
So, it won't work. The majority of voters voted for Trump and want his policies and the Democrats only demonstrate that they hate the majority of voters are trying to thwart their will.
