You left out one thing ... more than half of the jobs police deal with on a daily basis aren't crimes at all. They are families, friends, and neighbors arguing about noisy dogs, cars parked where they don't like, arguments over kids, or bills, or the color of the kitchen. People who abuse the system because they can't settle their own problems like any normal sixth-grader.
