8% for 5 years is not 40% no matter what you learned in school. It's actually closer to 34%.

Just cutting out the defense contract kickbacks to political campaigns saves them over 10-20%, then cutting out the other waste and abuses is another 20% so it's not hampering any supplying it's making it more efficient and practical.
