So beneficiaries who are not eligible for benefits and people who are not even eligible to be in the country are the ones who will be hurt?

So you said that Trump-47's first budget will have a bigger deficit than Biden's.
The CBO just scored the House budget at a $3.8T deficit over 10-years, or $0.380b a year.

The senate should cut that deficit even more. But even if they pass it as-is, the deficit will be much less than the CBO predicts, here is why:
1. Tariff revenue will be substantial, say $400b
2. The senate may raise the top tax rate to 40%, raising $500b
3. "Dynamic Scoring" will show that the GDP will grow more than 1.8%
4. The Fed will lower interest rates, so interest on the debt should be less.
(Janet Yellen screwed up by using short term bonds instead of long term bonds when interest was low)
5. The $14T of foreign investment will spur growth and tax revenue.
6. The $175b DOGE savings will keep growing as DOGE modernizes the Federal government
