My brother used to be a professional photographer. He used their crappy camera to photograph their towns football games and was paid a set fee. He bought an expensive color camera with fancy gadgets on it and figure he'd do a better job. But did he get paid more for it. no. While they liked the better pictures they went beyond what the simple newspaper company needed to perform the job. They took them but only as long as they paid no more than they had to pay for the crappy pictures they paid for before.

Some companies don't pay for better employees because the job doesn't need better employees and paying mediocre wage for mediocre employees was all they needed for their situation.
