A very simple question that boils down to who wins the most important state houses. With the use of AI, which was not really available in previous reapportionments, effectively permanent majorities can be created.

The gerrymander ideal is to give the opposition party districts they can't lose even if they try. This results in districts for the Gerrymandering party that can be lost but rarely and not for long. This does not work in the roughly 10-15 small states where there are not enough congressional house seats, one to maybe three, to pull off a Gerrymander. So, who will win this race to lock in a more or less permanent majority? mudwhistle, Cellblock2429
