People are asked to change their habits for the good of the country. However, people want to be rewarded financially to do so. Of course this can't happen as this would lead to economic problems. So, people's position is that if I'm not rewarded for it financially, I won't do it.

That website is a blog created by a woman in Lagos, Nigeria so she can make a buck. Her ideas may apply though

Why should people change forehead "good of the countty"? What does that even mean? Change for one's self. That's why people change. Hard to understand what thatbmeans.

Any personal change changes the country, for better or for worse.
 
What changes,are you speaking to specifically?
Any change that improves the person also improves the country albeit by a very small measure. Any improvement to property or infrastructure as well.
