With the NSA, why does the FBI need access to a cell phone?

We have a National "Security" Agency, whose main job is apparently listening in Conservatives.

With all that surveillance power, monitoring every phone call and breath, exactly why does the FBI need to access a phone? Don't they have all the conversations and texts already stored somewhere?
