But an interim report of their ongoing investigation released Wednesday doesn't do that.

The big picture: The facts surrounding the Bidens, Burisma and Shokin have been well-established over the course of two major congressional investigations: the first impeachment of former President Trump and a Senate probe led by Chuck Grassley (R-Iowa) and Ron Johnson (R-Wis.).
What they're saying: Former U.S. Ambassador to Ukraine Marie Yovanovitch was one of four Trump impeachment witnesses who testified that it was "official U.S. policy" — supported by international stakeholders — to push for Shokin's removal.
- Republicans frequently point to a 2018 video in which Biden boasts about withholding the loan guarantee, and say the timing is suspicious because Burisma executives had just asked Hunter Biden for help alleviating government pressure, according to his business partner Devon Archer.
- But Shokin's deputy says the office was not investigating Burisma at the time, and the Senate report found no evidence that Hunter Biden's board position — while highly unethical — influenced U.S. policy.
At least five more State Department witnesses — Geoffrey Pyatt, Amos Hochstein, Victoria Nuland, David Wade and Antony Blinken — independently confirmed those facts in the 2020 Senate investigation.
- Trump's former special envoy to Ukraine Kurt Volker — a Republican-called witness — testified that the allegations against Biden were "not credible" and that Shokin's firing "was widely understood internationally to be the right policy."
- Former State Department official George Kent testified that Shokin had undermined a U.S. program — funded with "taxpayer money" — to "build an independent investigator unit to go after corrupt prosecutors."
- David Holmes, a former diplomat in Ukraine, testified that his understanding was that Shokin "was not at that time pursuing investigations of Burisma or the Bidens."

A recording obtained by ABC News appears to capture President Donald Trump telling associates he wanted the then-U.S. ambassador to Ukraine Marie Yovanovitch fired while speaking at a small gathering that included Lev Parnas and Igor Fruman -- two former business associates of Trump’s personal lawyer Rudy Giuliani who have since been indicted in New York.
The recording appears to contradict statements by Trump and support the narrative that has been offered by Parnas during broadcast interviews in recent days. Sources familiar with the recording said the recording was made during an intimate April 30, 2018, dinner at the Trump International Hotel in Washington, D.C.
Trump has said repeatedly he does not know Parnas, a Soviet-born American who has emerged as a wild card in Trump’s impeachment trial, especially in the days since Trump was impeached.

Fruman and his associate, Lev Parnas, were trying to buy an Ukrainian energy company that had put itself up for sale. But they felt they needed to get US ambassador to Ukraine, Marie Yovanovitch, out of the way. So at the dinner (BTW..Parnas and Fruman were known to have ties to the Russian mafia but here they were consorting with trump) Parnas baselessly accused Yovanovitch of bad mouthing trump who immediately told staff to have her fired.

Giuliani feeding false info to Faux which would immediately be broadcast in order to smear the Biden's for trump's electoral benefit.
As with all the other disqualifying incidents trump was up to his eyeballs in, this one is also dismissed by The Following. Denying/downplaying it by way of a variety of methods. Mostly by refusing the accept the facts and the sworn testimony of dozens of witnesses.
Because once they admit to themselves the reporting on this incident is accurate, it opens a can of worms that can't be closed. Accepting the truth of this story not only disqualifies trump as a candidate for the presidency, it creates a domino affect giving credibility to all the other incidents they have denied. According to the whistleblower’s declassified complaint, Pence had been expected to lead the US delegation to Zelensky’s inauguration on May 20, but was instructed by Trump to cancel the trip. Energy Secretary Rick Perry traveled to Ukraine in his stead.
“I learned from US officials that, on or around 14 May, the President instructed Vice President Pence to cancel his planned travel to Ukraine to attend President Zelensky’s inauguration on 20 May; Secretary of Energy Rick Perry led the delegation instead. According to these officials, it was also ‘made clear’ to them that the President did not want to meet with Mr. Zelensky until he saw how Zelensky ‘chose to act’ in office,” the whistleblower’s report said.
Testimony from Williams could reveal more details about why Pence did not go on the trip.
We now know why Pence's trip was cancelled. It was scheduled to be a reward to Zelensky for helping with trump's desire to have an investigation of the Biden's announced by the Ukrainian government. Zelensky would not play trump's corrupt game so Pence's attendance at Zelensky's inauguration was cancelled.
