You want to see real CHAOS? How about an electoral college tie - 269 to 269

The House elects the President.
The House votes by state delegation, with each delegation getting one vote - 50 total votes.
The GOP holds a delegation majority in like 30 states.
The only question is if they would select Trump.
There is little question . Those states with GOP legislatures would vote R regardless of how their states voted

it's the people voting that is the difference.

The State legislatures have zero control over the house members from a given State.

So if 15 people are from a State, they vote, and the majority vote decides who they back in the Tie breaker election.

it's inherent on how ties are broken in the Senate. Barring the 12th changing that, the standard method applies.

The House and Senate votes are from the newly elected members, letting the old VP
vote doesn't fit that pattern. And what if the old VP spot is vacant?

The fact that they don't specifically mention a tie-break method leads me to believe they
keep voting and if they can't break the tie, it remains vacant.
