When do think that will happen? The courts so far are in agreement that birthright citizenship is as the 14th Amendment says it is.

At least a quarter of our population is within two generations of an immigrant. These people vote. I don't think the members of Congress want to run for reelection pissing off 80 million potential voters. I don't think they can afford to, considering how tight the balance of power is.

To get back to the OP, this phenomenon is also a potential problem for teachers. Many times it is just so much easier to explain something to a student in their first language than to do the heavy lifting of getting the point across in whatever level of English they have command of at the time that the teacher ends up depending on the student's L1 as well. This is particularly the case with lower level English learners. Student and teacher have to work together to make progress. I find that carefully controlling when laptops can be used is very helpful.
