I would actually like to build a "Constabulary Purgatory for General Misbehavior and Unethical Conduct".

What it is, a prison facility, staffed by general security guards (not prison guards) and behavioral health counselors and a a general nurse, one nurse on each floor.. (not a psychiatric nurse).

The cells, are motel rooms, not traditional jail cells, they are real motel rooms.. like motel 6...
They just have locking cell doors, like a prison cell.

Each week, you are given microwavable groceries to put in your refrigerator, that most people would not object to.
The chow hall is served by the US Foods corporation, for institution and health service use.

This is what the facility is designed to handle, and what is for.

People who commit an offense on a list of offenses called "Social Offenses".

This is what is on the list of Social Offenses, that gets you sent to Purgatory.

Trolling.
Examples : Being a native speaker of English, while pretending to not understand the English language spoken by another native speaker of English.

Walking up to a person and feeding into their negative behavior by making fun of them or their behavior.

Crashing or trashing another person's conversation with similar but radically different subject matter, designed to stifle a conversation, such as injecting raw science into a philosophical and social or psychological or cultural or spiritual or intellectual or artful, humanities based conversation.

Asking questions or saying things designed to have no merit, just to get an emotional response.

Pestery.
Examples: Being a biological member a human sex and demanding to be referred to in pronouns, prefixes or suffixes for the opposite sex, as if you can't emotionally handle the truth.

Crashing and disrupting an event that has attractions that you dislike, but are based on social norms and human activity and human obligation and habits, such as a member of PETA, trying to attack Joey Chestnut (a competitive hotdog eater).

Verbal harassment and bullying.

Crashing and disrupting a sponsored political event, with nonviolence.

Offending the personality and style and ways of another person, such as harassing somebody about fuel consumption who owns a Corvette and a Harley CVO Road Glide because that's his or her style, personality and theme.

Unsociable conduct, N.O.D (Not Otherwise Disorderly).

Examples: Snap Copouts with offensive language and themes.
Disturbing the serenity and sanctity of another person.

Unsociable conduct, Disorderly and/or with attempted mild violence.

Examples : Unsuccessfully Attempting to assault a person who you personally disagree with.
Foul language.
Racial, ethnic, religious, ableist or sexist slurs.

The only way to get out of the facility legally : after a mandatory 6 months of isolation from the social community,
Complete a social skills course and attend all group counseling sessions.

People responsible for the enforcement of Social conduct policies :

Constables.

:)

Kinda sounds like an upscale "reeducation camp"........... :eusa_whistle:
It is the clean version of meeting the wrong on the street and getting smart with him for no reason.

It's the clean version of the punch in the face..
Coming from society instead of an angered individual.

:)

Aren’t the Communist Chinese already implementing this social ratings system? It’s quite antithetical to our values.

I assume the OP is being (or trying to be) at least a little bit jocular. At least, I hope so.

Yikes

Incarcerate people for "unethical conduct" while drug addicts and alcoholics continue to clog up America's parks and streets. No surprise here.
