No. Actually, he is remilitarizing it. It's highly unlikely that NATO will accept Russia-acceptable peace treaty after defeat of Ukraine, so, highly likely, Ukraine is just the beginning.

A lot of them. Most of new tanks, as far as I know, are going into new units. Russian (and Indian) industry produce much more scratch-new tanks than lose in Ukraine.
