It is not possible for a citizen to know if federal elections are legitimate. The federal election system is intentionally murky and obscure.

Every State has laws and procedures that are designed to give the people confidence in the integrity of the election. The problems arise when those laws and processes are not followed. Observers are kicked out and counting continues with no oversight, records and logs are destroyed or deleted so that an election cannot be audited, etc.

No politician is going to admit that the election that put him in office was anything other than perfect- it's up to the people to hold them accountable.
