The city may say blacks are 54% of the pop but no one believes it. Cities routinely lie and understate the black percentage to avoid scaring off businesses. Bet it's more like 80%.

How do we fix this problem? Making these people the victims have done nothing but encourage this.

Require all HS seniors to pass the GED in order to graduate. Most black HS graduates today read and write and do arithmetic at the third grade level because liberals insist it's "unfair" to hold them to the same standards as we do whites and asians.

Until blacks are literate, crime for men and welfare for women are their only options.
