Cuomo looks just "moderate" enough that someone like Sliwa wouldn't have a chance.

Only way he wins as a Republican is if the Dems nominate someone like Williams, the current Public Advocate (NYC's equivalent of a deputy mayor when it comes to succession)

What killed the balance in NY was Morris V Board of Estimates which removed the geographical representation from both the City and the State. An amendment needs to be passed to allow States to have a body similar to the Senate at the federal level.
