Seems they have made to law to strip funding from the courts if they rule against them in a ongoing case where they earlier tried to tie the court's hands. All part of a vendetta against the state supreme court for overturning some other unconstitutional bullshit.

They know the constitution stands in their way and the best way to around this inconvenient document is to break the power of the judiciary. Personally I think they should call their bluff. The chaos would be extreme but Kansas needs to be slapped out of this daydream of being a conservative utopia.
