Again, I’ve read the DC article. The proposals are planning ideas for a future which will have less oil in it.

They aren't planning for less oil in the world.

They are planning on running state owned refineries to provide gas to cars in the state.
 
The article is about lower future demand for gasoline and refineries shutting down.
State run refineries are the issue, not whether they refine California oil or imported oil.

Less oil in the state doesn't require the state to run oil refineries.
If less oil is an issue, they could make it easier to drill for oil there.

Yes, they want to make it a governmental monopoly and since the greens essentially run California, there will be even more draconian restrictions on POL production. As it is, the greens have prevented any new construction or modernization/expansion of existing refineries since 1982. For those who are mathematically challenged, that is FORTY TWO YEARS. In that time California's population has grown from 23,800,800 to 38,965,193 people.
 
Was electricity cheaper in CA with public power or with Enron?
It was cheaper under Enron, Grey Davis negotiated contracts at the top of the market after Enron folded that locked California into long-term contracts at the highest energy prices ever seen in California. That was the biggest reason he was recalled from office.

Enron was simple. The greens passe laws against publicly owned power generation facilities forcing California's energy sector to buy power from privately owned sources, mostly out of state. Enron saw the ability to corner the market and make obscene profits.

California has some of the cleanest air in the country. Places like the LA basin will never have clean air because of the geography. Before the White Man arrived, the Indians called LA the "valley of the smokes" because the inversion pattern did not allow the smoke of their campfires to escape over the mountains and the prevailing winds blow from west to east not allowing the smoke to escape out to sea.

I overstated the case. What the greens managed to do was to cap residential rates, while having blocked the construction of new power plants for over a decade creating a shortage as price controls always do assisted by the republican's attempt to deregulate energy supply that resulted in a bastardized system that forced California to buy power on the spot market at high prices and sell it at low prices.
 
Some Trumpies have talked about nationalizing the US oil industry. Of course they are ignorant fringe people. They think oil belongs to the people. They don't realize the oil business is a BUSINESS.
It is cheaper the business way. We need to drill more, new refineries and pipelines.

The EPA map shows all of California to have either good or moderate air quality.
