The government frequently over-procures. It's what happens when a government organization doesn't have to worry about making a profit or wasting other people's money.

Remember all that back and forth about Obama's statement about bayonets, and then someone had to prove him wrong by showing we have more bayonets today than 1916?

Almost makes sense 46,000 rounds of hollow point bullets, 500 paper targets for 64 NOAA Enforcement agents. Basically 730 rounds and 7.8 targets per agent. So Im assuming that is per year. as I said.... It almost makes sense.

Actually 730 rounds and 7.8 targets per agent per year is a ridiculous amount. I doubt each agent fires more than 50 - 75 rounds a year on the range.
