I don't know the circumstances but if they were illegally parked on the side of the road and they were hit, then they bare some of the blame. There have been truck drivers parked illegally and a car rammed into the back of them and were killed and the truck driver was charged with manslaughter.

Crossing the white line does not play into it if they were illegally parked. Illegally parked is illegally parked. The question is, would the cop have hit them had they not been there and the cop crossed the white line? If the answer is no, he wouldn't have hit anything most likely, then the two dead people are at least partially responsible for the accident. You should be able to cross a white line on the road and not slam into a vehicle.

This is all IF illegally parked. This is why state police don't wait long to tow disabled vehicles from the side of the interstates.

That is not true. If a person owns a store and perps come into it to steal if he shoots any of them, he is the one going to jail. That is what many people see.
