That’s the key word, going.it was evil from day one when Hoover took over the fact he was an evil man.unlike with the cia where that one did go bad,but on day one it was not the evil criminal organization it is now.the first couple of years they started, they did what Truman set it up to be,just spy on other countries and report their findings to the president.it was never meant to be an organization that starts wars with other countries and smuggles drugs into the states as they do now and dictates government policy’s as well.Any organization started by anyone, for any reason, has a high likelihood of going bad. It's Pournelle's Iron Law;Dude Hoover was the biggest fucking criminal everI remember the good old days when we used to respect federal law enforcement. J Edgar Hoover knew who the bad guys were.
Now the Deep State is part of the swamp.it is because of him the fbi is the evil organization it is today

"Pournelle's Iron Law of Bureaucracy states that in any bureaucratic organization there will be two kinds of people":
The Iron Law states that in every case the second group will gain and keep control of the organization. It will write the rules, and control promotions within the organization."First, there will be those who are devoted to the goals of the organization. Examples are dedicated classroom teachers in an educational bureaucracy, many of the engineers and launch technicians and scientists at NASA, even some agricultural scientists and advisors in the former Soviet Union collective farming administration.
Secondly, there will be those dedicated to the organization itself. Examples are many of the administrators in the education system, many professors of education, many teachers union officials, much of the NASA headquarters staff, etc.
