Sure you can but it takes a huge bank of capacitors and the energy supply of small town to do it. Not sure how you would scale that up to WMD size.
I wouldnt know, since im not a weapons designer, but countries have been working on portable EMPs for a long time.

In the Navy, i remember reading an official "Pub" that claimed that if four EA6B's flew in a formation and used their super secret radar systems in a particular way, they could shut down the power to a city.

Im sure its doable in a number of ways.

Non-nuclear electromagnetic pulse (NNEMP) is a weapon-generated electromagnetic pulse without use of nuclear technology. Devices that can achieve this objective include a large low-inductance capacitor bank discharged into a single-loop antenna, a microwave generator, and an explosively pumped flux compression generator. To achieve the frequency characteristics of the pulse needed for optimal coupling into the target, wave-shaping circuits or microwave generators are added between the pulse source and the antenna. Vircators are vacuum tubes that are particularly suitable for microwave conversion of high-energy pulses.[7]

So, our enemies could load up 30 crusie missiles that go into high altitude bursts that maximize the blast radius of the EMP.

I wouldnt know, since im not a weapons designer, but countries have been working on portable EMPs for a long time.
Perhaps that's true but to attack an area the size of a city requires an atomic detonation in the megaton range at the edge of space. Don't see how any physical device could emit terawatts of energy without turning into molten metal.

voting places need to stock up on provisional ballots for citizens to be able to VOTE manually!
