Yes, there has to be deadlines, even for Kitty Cat. A person cannot request a mail in ballot at 6:59 pm on election day and expect to get it in time to mail in a vote for that election. There has to deadlines so that things can logistically work. While it may be debatable when the deadlines should be, someone had to set them so that there can be a voting process that works that is fair and consistent for everyone.
