Neither with respect to Slavery Reparations nor Race Reparations. Nobody presently alive qualifies.

The last former American slave died in the 1970s... so nobody alive today qualifies for Slavery Reparations.

The only one who can make Race Reparations is the Lord God... although He certainly didn't do them any favors...

People who never owned slaves would have to pay people who were never slaves in states where there was never slavery.
