WASHINGTON — The Federal Bureau of Investigation doesn’t plan to file criminal charges over the Internal Revenue Service’s heightened scrutiny of conservative groups, according to law-enforcement officials, a move that likely will only intensify debate over the politically charged scandal.

The officials said investigators didn’t find the kind of political bias or “enemy hunting” that would amount to a violation of criminal law. Instead, what emerged during the probe was evidence of a mismanaged bureaucracy enforcing rules about tax-exemption applications it didn’t understand, according to the law-enforcement officials.

While the case is still being investigated and could remain open for months, officials familiar with its progress said it is increasingly unlikely any criminal charges will result. That could change, the officials cautioned, if unexpected evidence is discovered that alters their thinking.

With this year’s midterm elections heating up, the FBI’s decision will feed both parties’ stories about why—or whether—the IRS scandal mattered.

Since the outset, Republicans have voiced skepticism that the Obama administration would properly investigate itself. Last week, Rep. Darrell Issa (R., Calif.), chairman of the House Committee on Oversight and Government Reform, challenged the impartiality of a Justice Department prosecutor handling the case because she had made donations to the Obama campaign.

1) The department in question had the responsibility to review applications of all groups applying for that status and determine if they deserved it

2) Having your application reviewed by that department is not targeting. It is the department doing what they are supposed to do.

3) Some were approved, others were declined. Those that were denied had the right to re-apply with an adjusted business model based on the reasons given for the denial.

Now is where the complaint comes in.....

Whereas the IRS gave an approximate timetable for an answer of 30 to 90 days, most conservative groups went as long as 3 years without getting an answer.

All progressive groups got an answer within 90 days...and if one was denied, they had the right to re-apply.

Why is that unfair?

No answer is worse than a "no" answer because a "no" answer in a timely manner gives you the ability to reapply.

No answer at all gives you nothing to do but sit around and wait.

SO ENOUGH WITH THE BS TALKING POINTS ABOUT 'ALL GROUPS TARGETED'.

Of course all were reviewed....but conservatives groups were ignored.

In other news Congress is going to "ban" targeting by the IRS.

Maybe they should make the IRS and PACs follow the law and NOT engage in activities that do not fall under the scope of Social Welfare.

Simple.

Let the Parties set up their own partisan collection system for taxing their members and funding their own agenda programs, and keep these out of public policy.

Only use the IRS and federal govt to be in charge of programs that all taxpayers AGREE to pay, fund and follow.

So nobody will have any reason to cheat, because we only pay money into programs and "representative bodies" we agree to fund with our taxes.

We can organize this easily by party, even setting up a system of "singlepayer" health care for those who want to pay into it and be under it. While letting other parties set up their own systems through the free market. Everyone wins and nobody wastes money fighting.
