when and IF they are APPROVED by DHS for the Work Authorization, DHS sends their information and paperwork to the Social Security Administration for the issuance of a non citizen immigrant Social Security Number.... that is mailed to them.

(a limited SSAN, which does not allow them to receive any other benefits, like welfare that non citizens are not eligible for....)

The SSAN also, can NOT be used to register to vote.
