It plainly says " . . . OR any invasion . . . and the President makes public proclamation of the event . . ", then I'll admit that I left out the key part of the President's proclamation that I linked above.

The very next paragraph starts with:
"This invasion has . . . "

So, yes the law completely and unequivocally applies. All the elements are and were in place. The proclamation was made January 20, 2025.

Once a President issues a proclamation under the Alien Enemy Act, that proclamation immediately triggers Congress's regulatory over its application, and precludes judicial review or interference with removal orders issued by the Executive branch of government.
