Key part that loosens absentee ballot requirements

When reviewing an elector’s signature on the mail-in
absentee ballot envelope, the registrar or clerk must compare the
signature on the mail-in absentee ballot envelope to each signature
contained in such elector’s voter registration record in eNet and the
elector’s signature on the application for the mail-in absentee ballot.


If the registrar or absentee ballot clerk determines that the voter’s
signature on the mail-in absentee ballot envelope does not match any
of the voter’s signatures on file in eNet or on the absentee ballot
application, the registrar or absentee ballot clerk must seek review from
two other registrars, deputy registrars, or absentee ballot clerks.

to match the signature on the ballot itself.

Previously the signature check required two signature verifications.

Under the Consent Decree only 1,

and that 1 only had to match the signature on the application for the absentee ballot for the election, which could have been signed by anybody.

When that absentee ballot was sent in to be counted, it could not be challenged even if the signature on the ballot differed dramatical with the signature Georgia had on file.

In addition to the above point, it was a laborious process to actually throw out a fraudulent vote, requiring 3 signatures on the ballot with an explanation. Considering the massive amounts of mail-ins, which are far more then usual, it was easier to let the ballot go thru unchallenged.
