They're gonna have to.

Local policing has backed off. So criminals are able to operate more freely and organize gangs easier. Then when it gets out of hand....the Feds come in and hammer down.

Sadly this is how it's gonna be for a decade or two until local police feel comfortable policing again instead of being vilified by the media.
